Jeff Collins, Chief of Staff

Jeff is responsible for managing the day-to-day operations of Supervisor Jacob’s office and has nearly 20 years of County government experience, with a focus on improving public safety and the region’s fire protection system. He is a graduate of the University of San Diego. He and his family live in Sabre Springs. In his free time, he enjoys hockey, golf and hiking.

Taylor Dupont, Policy Advisor

Originally from San Diego, Taylor is serving as Supervisor Jacob’s field representative in East County. She graduated from Miami University of Oxford, Ohio, with a bachelor’s degree in political science and a minor in entrepreneurial business. Prior to moving back to San Diego, she interned with California Representative Paul Cook and Ohio Senator Rob Portman in Washington, D.C. In her spare time, Taylor enjoys cooking, yoga and hiking in Torrey Pines.

Victoria Floyd, Field Representative

Victoria, a San Diego native, serves as Supervisor Jacob’s field representative in East County. She is an undergraduate at the University of California, San Diego, working toward a double major in political science and communications. Victoria has always wanted to work in government, and is more than happy to be making an impact on the community. In her spare time, Victoria enjoys hiking, eating Italian food, watching old movies, singing and spending time with her family and friends.

Marilu Glassman, Administrative Assistant

Marilu is often the first person that constituents come in contact with -- and it is a role she enjoys. Prior to joining the staff, she was the bookkeeper for the Oceanaire Seafood Room in downtown San Diego. She is also a longtime host in the Cox Communications luxury suite at Petco Park. She likes to spend her days off with her family, including her four nephews and three nieces.

Matthew Parr, Policy Advisor

An East County native, Matthew is the Supervisor’s point man on energy, health and social services. He earned bachelor’s degrees in history and political science from the University of San Diego, along with a master’s degree in leadership studies. Before joining the District 2 office, he worked on the athletics administration staff at USD. In his free time, he enjoys running and reading, and he volunteers with the San Diego Bowl Game Association RedShirt Committee.

Alice Re, Office Manager & Scheduler

As office manager and scheduler, Alice keeps the trains running on time for Supervisor Jacob. She has been with the County for more than 10 years and previously worked in the Assessor/Recorder/Clerk's Office, where she served as deputy marriage commissioner and performed hundreds of marriage ceremonies. A native of the Midwest, she likes to cook and go out to the movies.

Steve Schmidt, Communications Advisor

Steve is a longtime East County resident and worked as a reporter at U-T San Diego for 27 years before joining Dianne’s staff in 2012. He and his wife, a public school teacher, live in Rancho San Diego and have two grown children. He likes jogging, traveling overseas and backpacking.

Robert Spanbauer, Senior Policy Advisor

Robert is Supervisor Jacob’s public safety specialist and he prides himself on quick, reliable and courteous responses to constituent concerns that come through the office. He is a political science graduate of San Diego State University. Outside of work, Robert is a take-no-prisoners personal fitness trainer and metalhead. His other passions include music, writing, hockey and traveling.

Adam Wilson, Senior Land Use and Policy Advisor

Adam advises the Supervisor on land-use matters, parks and recreation and other often complex issues across her sprawling, 2,000-square-mile district. He is a graduate of the University of California at Davis, where he earned a degree in political science and played intercollegiate baseball. A San Diego native, he was drafted by the New York Yankees in the 1996 amateur draft and spent a year in Germany playing professional baseball. In 2003, he joined the District 2 staff as an intern. His favorite off-hour activities include baseball, golf and traveling.
