Acceptance of Donation from the Viejas Band of Kumeyaay Indians

SUBJECT: Acceptance of Donation from the Viejas Band of Kumeyaay Indians

SUMMARY:
The Viejas Band of Kumeyaay Indians is generously offering a donation in the amount of $74,085 to the County of San Diego. The intent of this donation is to contribute funding toward the construction of a new Sheriff substation in Alpine. The Sheriff's Department plans to replace their current facility and the donated funds will assist the County in expediting the building of a new substation.

Approval of this Board letter would allow the County to accept the $74,085 donation from the Viejas Tribe and appropriate the funds into a newly created Alpine Community Improvement Trust Fund. The donation would be earmarked for the construction of the new Alpine Sheriff substation. In addition, this Board letter would direct the Chief Administrative Officer to study the feasibility of directing the voluntary sales tax revenue generated from the Viejas Outlet Center into the Alpine Community Improvement Trust Fund.

Recommendation(s):
SUPERVISOR DIANNE JACOB 
1. Direct the Chief Administrative Officer to establish the Alpine Community Improvement Trust Fund.

2. Direct the Chief Administrative Officer to accept the $74,085 donation from the Viejas Tribe and appropriate the funds into the Alpine Community Improvement Trust Fund.

3. Direct the Chief Administrative Officer to study the feasibility of directing the voluntary sales tax revenue generated from the Viejas Outlet Center to the Alpine Community Improvement Trust Fund.

Fiscal Impact: 
If approved, this request would allocate a minimum of $74,085 into the Alpine Community Improvement Trust Fund.

Background:
The Viejas Band of Kumeyaay Indians is generously offering a donation in the amount of $74,085 to the County of San Diego. The intent of this donation is to contribute funding toward the construction of a new Sheriff substation in Alpine. The current substation leases space in a shopping center and the size will not meet the future needs of the community of Alpine. The Sheriff's Department plans to replace their current facility and the donated funds will assist the County in expediting the building of a new substation.

Approval of this Board letter would allow the County to accept the $74,085 donation from the Viejas Tribe and appropriate the funds into a newly created Alpine Community Improvement Trust Fund. The donation would be earmarked for the construction of the new Alpine Sheriff substation. This Board letter would direct the Chief Administrative Officer to study the feasibility of directing the voluntary sales tax revenue generated from the Viejas Outlet Center into the Alpine Community Improvement Trust Fund. These funds, which exist solely as a result of the Viejas Tribe's decision to voluntarily collect a sales tax equivalent to the State's sales tax rate, could be used to fund community improvements in Alpine. Pursuant to the Tribe's request, this revenue would be appropriated annually back into the community of Alpine.
