SUMMARY:
Approval of this Board letter will fill the vacancy on the Riverview Water District Board of Directors created by the October 1, 1999 resignation of Harold Hilliker.

Recommendation: 
SUPERVISOR JACOB:

1. Appoint Roy E. Mills to the Riverview Water District Board of Directors to fill the unexpired term for the vacancy created October 1, 1999.

2. Direct the Chief Administrative Officer to notify the President of the Riverview Water District Board of Directors of the Board of Supervisors' decision to appoint Roy Mills to the Riverview Water Board.

Fiscal Impact: 
If approved, this request will result in no additional costs or staff years.

BACKGROUND: 
On October 1, 1999, Riverview Water District Board of Directors member Harold Hilliker resigned as a member of the Board. The remaining Board members chose to fill the vacancy by appointment, rather than conduct a special election. However, on December 1, 1999, the President of the Riverview Water District Board of Directors notified the County Board of Supervisors that a majority of the Water District Board members were unable to agree on a candidate to fill the position and asked the Board of Supervisors to fill this vacancy.

Under State law, the Board of Supervisors has until December 30, 1999 to fill the position. I am, therefore, asking the Board of Supervisors to appoint Roy E. Mills to complete the unexpired term for the vacancy created by the resignation of Harold Hilliker. During the November 1998 election, Mr. Mills received the greatest number of votes following the individuals elected to serve as Riverview Water District Board of Directors, indicating community support for his appointment.

Mr. Mills meets all of the qualifications to serve as a member of the Water District Board, has technical expertise which should assist in accomplishing Board responsibilities and is a seventeen-year resident of the Water District. Mr. Mills has not taken a position on whether or not the Riverview and Lakeside Water Districts should be merged. His recent comments demonstrate that he is open-minded and will consider issues brought before the Water District Board fairly and without having made any preconceived decisions. Accordingly, I urge you to support the appointment of Roy E. Mills to serve as a member of the Riverview Water District Board of Directors.
