SAN DIEGUITO RIVER VALLEY REGIONAL OPEN SPACE PARK JPA BOARD VOTES
TO KILL COUNTY PURCHASE OF JUVENILE DETENTION FACILITY

San Diego, CA - At Supervisor Dianne Jacob's request, members of the San Dieguito River Valley Regional Open Space JPA unanimously voted to urge the Board of Supervisors to immediately stop all work on a juvenile detention center and court complex in the San Dieguito River Valley Park.

"The goals adopted for the San Dieguito River Valley Park are quite clear," said Jacob, "to preserve the existing natural character and visual quality of this cherished fertile valley. A juvenile detention facility and court complex is not compatible in achieving these goals."

The San Pasqual Valley lies within the San Dieguito River Park focused planning area and any detrimental environmental impacts in the future could harm the effort to preserve this treasured and unprecedented river park. "A family picnicking in the shadow of a prison is not consistent with our goals. This park - its recreational opportunities and its wildlife - must be protected." Concerns have also been raised about water, sewer, traffic, fire, air and noise pollution and public safety.

Supervisor Pam Slater along with Council members from the cities of Del Mar, Solana Beach, Escondido, Poway and San Diego also serve on the JPA.

On Tuesday, April 20, 1999, Supervisors Jacob and Horn will ask the Board of Supervisors to stop work on the environmental impact report and cease all efforts to purchase the San Pasqual Academy while seeking recovery of costs of the County's option payment. Jacob and Horn will also ask that the Board conduct a search for alternative sites for a new juvenile detention facility while developing a master plan for Probation's Institutional Services.
