SUBJECT: Welfare Fraud Hotline

SUMMARY:
The San Diego County Board of Supervisors has taken numerous actions over the last few years to reduce welfare fraud. The District Attorney has also focused significant resources on this crime with much success. Just recently, the 1997-1998 Grand Jury released a report offering recommendations on how to further curb welfare fraud. The recommended action would direct the Chief Administrative Officer to report back to the Board in 60 days with necessary actions to aggressively implement the Grand Jury's recommendations.

Recommendation(s):
SUPERVISOR JACOB and DISTRICT ATTORNEY PFINGST:
Direct the Chief Administrative Officer to report back to the Board in 60 days with necessary actions to aggressively implement the recommendations of the 1997-1998 Grand Jury Report "Relocating the Welfare Fraud Hotline to Improve the Effectiveness of the Program".

Fiscal Impact:
There is no fiscal impact associated with this action.

Background:
The San Diego County Board of Supervisors has taken numerous steps to reduce welfare fraud in this County. The District Attorney has also focused many resources on welfare fraud, with much success. Just recently, the 1997-1998 Grand Jury released a report on the issue of the County's welfare fraud hotline.

In their report, the Jury concluded that the County's welfare fraud hotline should not be managed by the Department of Social Services, but rather by an independent agency or unit, such as the District Attorney's Office. In addition, the Jury recommends changes in the operations of the hotline, such as improving the tracking and disposition of incoming calls, monthly reports on tracking and case disposition, and modifying procedures to not ask callers for identifying information.

The recommended action would direct the Chief Administrative Officer to report back to the Board in 60 days with the necessary actions to aggressively implement the Grand Jury's recommendations.
