SUBJECT: Establishment of All-Way Stop control at the intersection of Gillispie Drive and Orville Street in Spring Valley.
SUMMARY:
Currently, the four-way intersection of Gillispie Drive and Orville Street has stop signs located on two legs of the intersection. This intersection has received a steady increase in vehicular traffic over the years. In addition, the recent Highway 125 construction has forced these roads to serve as detour roads off Highway 125, adding additional traffic volume to the intersection. Several public safety agencies have expressed their support for the installation of a four-way stop sign at this intersection, which will increase the safety for motorists and pedestrians attempting to cross this intersection.

Find pursuant to Section 15301 (c) of California Environmental Quality Act (CEQA) guidelines that the following actions are exempt from environmental review since they are part of the operation of existing streets.
Establishment of All-Way Stop control at the intersection of Gillispie Drive and Orville Street in Spring Valley.
Amend Traffic Resolution No. 299.
Fiscal Impact
This action can be performed within the existing Department of Public Works budget.
BACKGROUND:
Currently, the four-way intersection of Gillispie Drive and Orville Street has stop signs located on two legs of the intersection. This intersection has received a steady increase in vehicular traffic over the years. In addition, the recent Highway 125 construction has forced these roads to serve as detour roads off Highway 125, adding additional traffic volume to the intersection. Several public safety agencies have expressed their support for the installation of a four-way stop sign at this intersection including the California Highway Patrol, the County Sheriff's Department and the San Miguel Fire District. Establishing a four-way stop at this intersection will increase the safety for motorists and pedestrians attempting to cross this intersection. This action will add two stop signs to the uncontrolled portions of the intersection.
Environmental Statement
This Regulatory traffic control item is a minor alteration to operations of existing streets and therefore exempt under section 15301 (c) of CEQA Guidelines.
